In styles ranging from representational to abstract, Constance Fowler produced a large body of paintings in oil and watercolor and other media. Much of her work was regionalist landscape scenes of the Pacific Northwest and Michigan. Her paintings often showed isolated landmarks such as lighthouses in a turbulent sea. She also did a series of block-prints about Salem, Oregon pioneers, which was her thesis project at the University of Oregon, and which was published in 1940 by the University with the title of "The Old Days: In and Near Salem".
Fowler was born in International Falls, Minnesota, and grew up in the small Minnesota towns of Aiken, Cuyuna and Crosby. In 1923, she and her parents, George and Matilda Fowler, moved to Pullman,
